ANSWER: Creation of Pakistan turned violent. Hindu-Sikh on one side and Muslims on the other side started killing, looting and plundering each other at a massive level and due to this strife millions of Hindus, Sikhs & other non Muslims went to India and almost equal number of Muslims came to Pakistan. About 7 million went to India and about 7 million came to Pakistan. NWFP was cleansed of Hindus and Sikhs and basically they when went to Dehli started an unending fire throughout the whole sub-continent.

ANSWER: In India they are called Shirnarthies as in Hindi it means Muhajirs. In Evacuee, Custodian, Settlement, Rehabilitation & Claims Laws enacted by the Indian State Assemblies & Parliament these Shirnarthies have been called as DPP (Displaced Persons from Pakistan). 

ANSWER: There were 45% MPAs in Sindh Assembly from 1937 to 1947. In a house of 60 they were 26. Against 45% representation of non-Muslims up to 1947 there is only about 30 percent representation of whole MQM in Sindh Assembly which include Christians, Hindus, Local Sindhi Muslims basides Punjabis, Baluchis, Pashtuns etc. & even then very cunningly it is falsely and maliciously alleged by the lying Sindhi Nationalists & their co-heart PPP members that Muhajirs are converting the local Sindhis in to minority. The fact is that local Sindhi Muslim population which till 1947 had only 55% representation in Sindh Assembly, on enhancing the 55% share to more than 70% representation is being falsely told & deceived that they are being converted into minority. What should be said on this fraud, deceit and cunningness?

ANSWER: In Punjab, where about half of the population is consisting of Mohajirs, the Mohajirs were not deprived of their allotted (evacuee) properties, homes, lands particularly agricultural lands and every Mohajir even if he got a few acres of land in a far flung area is still settled there and his agricultural land has not been snatched so they are not only merged but they passed their life with honor and dignity in Punjab. Since a sizeable number of Punjabis had also suffered the agony of the migration so they felt the pain and did not organize any movement against the Mohajirs. 

ANSWER:  Since Sindhis did not taste the pain of migration at all so not all Sindhis but a biased, prejudiced & wicked class amongst them made the migration—nay—mutual and direct replacement and exchange of population just a cruel joke and a campaigned a movement strategizing to maliciously occupying the (evacuee) lands, properties, businesses, jobs, professions and homes of Mohajirs. The worst situation in Sindh was deliberately created by the local thugs and chieftains in order to swallow the  evacuated lands and properties belonging only to Mohajirs; they organized biased movements to fabricate lies in local language which Mohajirs did not know so these lies were never responded by Mohajirs and the local innocent hundred percent population developed false perception what these thugs and fraudsters wanted. In Sindh these fraudster thugs & cheats occupied & swallowed almost 99% agricultural land of Mohajirs. Out of 24 Evacuee or Left Over or Matrooka Cities 20 have so for been snatched from Mohajirs and they have been forced to restrict to three to four cities only and totally unjustified legal and moral claim has been laid on these remaining three or four cities too.

ANSWER:  To follow  the agreements signed by Pakistan and India while only implemented by Indians towards Shirnarthies. All laws relating to Evacuee, Custodian, Settlement, Rehabilitation, Claims, Evacuee Trust, Enemy & Abandoned rights to be made quite similar to India without a change of full stop or coma and only the word India should be replaced with Pakistan. 

 Karachi should also be made a province like Dehli. This way not only Pakistan will be consolidated but justice will prevail and injustice will end even after a long night of 64 years. All properties taken by the Government under Evacuee Property Act 1947-48, Enemy Property Act 1965 and Abandoned Property Act 1972 should be given to those people who lost their properties in the similar manner in India and Bangladesh in 1947, 1965 and 1971 which Parliaments of India and Bangladesh gave to the Hindus/Sikhs ousted from Pakistan in 1947 & 1965 and Bengalis to Bangladesh in the aftermath of 1971 war. Till the above demands are met 40 percent jobs in all the provincial departments should be forthwith given to Mohajirs. Local jobs should be given to them. Fake domicile and PRCs should not be issued from Karachi, Hyderabad, Sukkur at any cost.

Parliament must tender apology for the biggest dacoity & usurpation in the name of Nationalization then subsequent misappropriation in the name of Privatization & for all the excesses committed against Mohajirs from 1947 till now; usurpation of evacuee properties, enemy properties, abandoned properties, massacres at the hands of Ayoub Khan in January 1964 in Karachi; by Mumtaz Bhutto in May, 1972 in Karachi & Sindh; by ZA Bhutto in 1977 in Karachi, Sindh & Pakistan

ANSWER:  In India all Sharnathies were treated alike but in Pakistan Muhajirs were categorized as from Agreed areas and from non-agreed areas. Claims and compensations were drastically reduced to less than half for Mohajirs from non-agreed areas.

ANSWER:  Ayub Khan through Martial Law Regulations.

ANSWER:  Zulfiqar Ali Bhutto did this.

ANSWER:  In India absolutely no one but in Pakistan yes and that is one of the main reasons behind rift between local people and Mohajirs as both came as Claimants of Evacuee properties. The very title & preamble of Settlement Laws enacted by both the Parliaments of India & Pakistan show the difference.

ANSWER:  Population ratio of Hindus in Sindh was about 30 percent. Other non-Muslims about 3% to 5% whereas all this population in Sindh Assembly was about 45%, Trade, Commerce, Industry & Urban areas was 99 theirs. More than 80 percent jobs were with them. Judges, Magistrates, Advocates were mainly Hindus. In No.1 sector of Economy i.e. Agriculture, Hindus had more than 70 percent agricultural lands gardens with them. There were very few Muslim landlords, majority were peasants restricted to rural areas only.

ANSWER:  If they think they are right then they should immediately handover to Muhajirs 70% agriculture land, 24 cities, 99 percent trade, commerce to be further handed over to the Sharnarthies by the Muhajirs but after taking back from the Sharnarthies all the Evacuee Rights in whole of India which includes evacuee cities like Dehli, Agra, Bombay, Lucknow, Suharanpur, Kanpur, Aligarh, Allahabad, Muradabad, Rampur, Jaipur, Jodhpur, Bikaner, Ajmer, Poona, and other hundreds of cities, thousands of villages and millions of acres of land, homes, shops, banks, factories, mills, companies, corporations & equitable proportionate representation in the Provincial and Federal Legislature etc., which Mohajirs gave to Hindu Sindhi Sharnarthies in India.

ANSWER:  It is totally false. Sindh was also affected by the religious bias like most part of India. In 1932 Nathu Ram of Hyderabad wrote a book against holy prophet and was killed by Abdul Qayoum in the court room in front of Judge and advocates leading to massive tension and bias. When there was no Muhajir in Sindh; from first October 1939 Satyagarah on the issue of Masjid Manzil Gah Sukkur was started. In those days when hardly any murder used to be listened, just in three days 161 Hindu Sindhis were killed by Muslim Sindhis; 58 Hindu Sindhis were injured by Muslim Sindhis; dozens of Muslim Sindhis were killed by the Hindu Sindhis 164 houses were burnt,467 houses were looted. Justice Waston Commission conducted enquiry & alleged that Sindh Muslim League was involved in it. There were many other incidents in which Hindu Muslim divide and bloody clashes used to surface. 

ANSWER:  Up till 1947 Sindh was always termed as land of two communities. Sain G M Syed always called Sindhi Hindus and Sindhi Muslims as Neighbors and emphasized on them to be good neighbors. The real fact is that overwhelming majority of the neighbors of Sindhi Muslims i.e. Hindu Non-Muslim Sindhis went into the homes of Mohajirs and got the lands, rivers, businesses, institutions, assembly seats and everything belonging to Mohajirs  and Mohajirs have every right on the evacuee homes of Sindhi Hindus, lands, rivers, businesses, institutions assembly seats and everything belonging to the Hindus Sindhi Shirnarthies. Shrinarthis Hindu  were former neighbors of Sindhi Muslims and now Mohajirs have become new neighbors of Sindhis. Previously there was fight with the old neighbors and now it is with the new neighbors. Apparently old Muslim nationalists of Sindh were not sincere to Islam rather they simply wanted to get rid of Hindus to occupy their properties as stated by Kewal Ram Malkani, Nandita Bhavnani and so many other hindu Sindhi writers who now live respectable life in India. The moment mohajir arrived in Sindh these fake Muslim nationalists turned Sindhi nationalists. Only difference is this time instead of fighting hindus they are fighting Mohajirs. In the end their end goal is to bring dark ages of Talpur and Kalhoro regimes when dacoits ran the business at helm of a sword.

ANSWER:  There are two main reasons. First when Quaid-e-Azam was put on notice by the British Rules on the demand of Sindhi Hindus & other non-Muslims to divide Sindh between India and Pakistan, he replied  that if half of Sindh was being given to India for about 1.5 million Hindus then for 45 million Muslims of Muslim minority provinces what land the British Rulers were giving to him( Quaid-e-Azam). Secondly in all Municipal areas including Karachi, Hyderabad, Sukkur, Nawabshah, Daharki, Ghotki, Shahdadkot, Larkana, Shikarpur, Jacobabad (in all 24 Cities & towns) Hindus & non-Muslims were in absolute majority. Geographically it was spread over throughout the province. Since they had 70% of the total of the agricultural lands & had about 90% business & jobs so it was difficult to carve out a separate piece of land for them particularly in the background that it was generally considered that no mass exodus would take place either from Pakistan and India and that creation of Pakistan would end tension between Hindus and Muslims. It was after the cleansing of Hindus and Sikhs from the NWFP and their ouster to India which ignited the whole subcontinent. The Hindus of Sindh before 1947 were confused to some extent. If they would have been driven out of 20 cities of interior Sindh like Mohajirs, if they would have been deprived of their 70% agricultural land like Mohajirs, if jobs and businesses would have been snatched from them like the same have been snatched from Mohajirs, and if they would have been forced to concentrate in one or two cities; Sindh would have been definitely divided between the Muslims and Hindus rather Pakistan and India. In that case Sindhi Muslims would have to suffer the pain of migration like Punjabi Muslims and the Muslim Sindhis from the Southern part of Sindh would have had to migrate to the Muslims Northern Province of Sindh. Quite similarly Eastern Punjabi Muslims had to migrate to West Punjab. The Sindhi Muslims should now be thankful to the Mohajirs that due to the sacrifices of the Mohajirs in the process of replacement and exchange of population even now if a Southern province of Muhajir majority is formed, Sindhi Muslims will have full and unrestricted access in it and there will be no similar restriction as Punjabi Muslims face that to visit their centuries old ancestral homes they have to seek visa from Delhi. Such Delhi visa would have been needed  to visit the Southern Sindh by the Sindhi Muslims who now have been saved from that suffering and pain by the arrival of Muhajirs.

ANSWER:  Though Quaid-e-Azam had not allowed division of Sindh between India and Pakistan but within & under the federation of Pakistan Quaid-e-Azam divided Sindh on 23^rd July 1948 when he with his own orders carved out a separate federal capital territory Federal Capital Territory of Karachi consisting of Karachi, Thatta and Lasbela with all the provincial governmental powers to vest in the Chief Commissioner or Administrator or Commissioner Karachi. This provincial status area of the FCT was Muhajir majority provincial area.

ANSWER:  Yes there were two Chief Ministers in Sindh and there were two assemblies in Sindh up till 1947 and even after 1947 one was Khairpur state assembly having 26 members & a Chief Minister of Khairpur and the other was Sindh assembly and Chief Minister of Sindh and with effect from 23^rd July, 1948 there was third provincial area FCT of Karachi where the powers of Chief Minister, Cabinet & Assembly used to be exercised by the Chief Commissioner/Commissioner/ Administrator Karachi.

ANSWER:  Present Geography of Sindh province came into being in 1969 on the orders of General Agha M Yahya Khan. It has no historical existence and thus no sanctity, no sacredness. First assembly of present geography of Sindh province met first time in the history of mankind on 2^nd May, 1972 & it could not work peacefully for a week only as on 8^th May, 1972 Sindh started burning with language riots and at that time there was neither MQM nor its leadership. General Agha Muhammad Yaha Khan, the founder of the present geography of Sindh province by arbitrarily merging Federal Capital Territory of Karachi and Khairpur State with the former province of Sindh (All three geographical areas had separate provincial status). The 3 provincial areas enjoying provincial government’s powers separately in each area Khairpur State, Federal Capital Territory of Karachi and the rest province of Sindh were eliminated to create one unit West Pakistan when Sindh was nowhere. General Yahya is responsible for creation of present geography of Bangladesh only Gen Yahya is also responsible for creation of present geography of Sindh province. First session of first assembly of present geographical province of Sindh held on 2^nd May, 1972, in a week; on 8^th May state killing of Muhajirs was started by the Bhutto Govt. New arrangement could not work for one week only. It is not workable at all and since that day till now the conflict is going on. It shall go on till a permanent judicious and just solution of Muhajir-Sindhi legal rights is made. A solution based on the historical agreement signed on 17^th July, 1928 by Sindhi Hindus and Sindhi Muslims as Hindu Muslim Thaah means Agreement in Karachi & agreement arrived at between Zulfiqar Ali Bhutto representing Sindhis and Dr. Ishtiaq Hussain Qureshi former Rehabilitation Minister & Vice Chancellor Karachi University in the wake of the language riots 1972 between Sindhis and Muhajirs. At the moment PPP government flagrantly violating the agreement as out of  5 Commissioners of Sindh none is Muhajirs out of 28 DCs only one is Mohajirs and out of Dozens of DIGs, District Police Officer, Town Police Officers, IG Police, IG Prisons, hardly there is any Muhajir. Even the names proposed by the PPP Government for elevation to be appointed as High Court Judges there is not a single name of any Muhajir out of 32 Candidates as published in all Newspapers. The situation is worse in other areas. 

ANSWER:  It is absolutely right that Sindhis are owners of Sindh but it is more truthful and factual that Mohajirs are the absolute and only owners of MATROOKA SINDH or EVACUEE SINDH. (Sindh left over by the Hindu, Sikh & non-Muslim Sharnarthies). The former owners of Matrooka Sindh are now legal owners of Matrooka Hind and former owners of Matrooka Hind are now legal owners of Matrooka Sindh. This is purely as per canons of Natural Justice, International Treaties signed by India and Pakistan in pursuance thereof Indian and Pakistani Parliament declared the displaced persons from each other country real & rightful claimant and owners of Evacuee Rights. Shirnarthies got it but Mohajirs could not fully got it and the false perception is that Mohajirs are living on the land of others whereas the real truth is that Mohajirs are being denied the ownership & control of their own land & others are illegally occupying it and claiming it falsely and deceitfully.  

ANSWER:  Yes. On 14^th December (Ah! 14^th December-Aligarh.qasba massacre) 1895 Karachi municipality’s foundation was laid by then Governor Bombay Sand Hurst GCIE. Then local Mayors of Karachi were:

1^st   LOCAL MAYOR OF KARACHI WAS MR. ODHA RAM MOL CHAND a non-Muslim/Hindu 2^nd Local Mayor of Karachi was Mr. Tahal Ram Khem Chand 1896 to 1905 for 10 years also a non-Muslim Hindu .3^nd   Local Mayor of Karachi was Mr. Har Chand Rai Wishandas again a non-Muslim, Hindu. Other Non-Muslim Mayors were Mr. Jamshed Nusserwanji, Mr. Teekam Das Wadhoo Mal, Mr.KB Ardsher H Mama, Mr.Durga Das b Advani (ancestor of LK Advani), Mr. R. k Sidhwa, Mr. Lalji Malhotra, Mr. Sohrab H. Karak, Mr. Manuel Maskeeta, Mr. Shambhoo Nath Molraj, Mr. Wishram Das Devan Das. Up to 1947 for more than 96% time period Mayors of Karachi were non-Mulims quite similarly Muslims were Mayors of Delhi, Calcutta, Bombay, Madras & a lot of other Indian cities. Muslims left their Indian cities and Hindus Non-Muslims left Karachi, Hyderabad and other dozens of cities and   (p/11) exchanged each others abodes, lands, shops etc. etc. Now Sindhi Hindu Shirnarthies are becoming Chief Ministers in Indian States/Provinces but since formation of Pakistan not a single Mohajir has ever become Chief Minister of Sindh.   

ANSWER:  The main reason is that they themselves do not know these most important facts. They do not understand that they are always under attack without any sympathy from all corners of Pakistan and only because Mohajirs are considered as the people living on the land of others. Socially they are considered as aliens.

ANSWER:  On 17^th July, 1928 Hindus and Muslims agreed on a Hindu Muslim Agreement and agreement was signed in Karachi. In the agreement it was decided once for all that Hindus of Sindh would be given minimum 40% representation in Sindh Assembly. Remember the representation of Parsees, Christians, Sikhs and other non-Muslims was over and above the allocated 40% representation to Hindus alone. This arrangement continued till 1947 when the Hindu Sindhis except a friction migrated to India and replaced by the Mohajirs. In today’s scenario if Non-Muslims and Mohajirs jointly have 77 seats in a house of 168 of Sindh Assembly (present strength) Sindhi Muslims sacrifice nothing on account of creation of Pakistan as it would make just 45% & Sindhi Muslims would get 55% which they had before 1947. The great excess is that  Mohajirs have less than 30% today in Sindh Assembly. 

ANSWER: There can be many proposals. Mr. L.K. Advani a Hindu Sindhi Shirnarthi leader of BJP and former Deputy Prime Minister of India & Leader of Opposition, , Mr. Ram Jeth Malani, most renowned Advocate of India, former Central Law Minister and former Attorney General of India, also a Hindu Sindhi Shirnarthi, K.R. Kirplanai and C. K. R. Kriplani Governor & Chief Minister in Indian States of Pondicheri & UP and other Hindu Sindhi Shirnarthis who got all the evacuee rights left over by the Mohajirs in India under the Indian Acts legislated by the Parliament should be invited to do justice here in Pakistan to declare that Muhajirs & Muhajirs only are legally, morally and justly entitled to have the evacuee rights left over by the Hindu Sindhi Shirnarthies in Sindh.. 

ANSWER:  Control of entry Act was first promulgated as an Ordinance then as an Act in 1952. Through this Act Indian Muslims were banned from coming to Pakistan. Virtually it is canceller of two nation theory. Two nations theory was defined by the All India Muslim League as Hindu and Muslim are two separate nations and demanded Pakistan as a homeland for the Muslims of Sub-Continent. Pakistan was not made by All Pakistan Muslim League but it was made by All India Muslim League for the Muslims of India (undivided) and closing the borders of Pakistan on Indian Muslims was like closure of the doors of the motherland on the sons of soil. As the land of Pakistan is not the land of any race, creed or class but it is the land of ideology, two nation theory, the land of Indian Muslims so under any moral, ethical, universal principle the Indian Muslims have every right to come here and control of entry Act is a canceller of two nation theory, a negation of the very basis of Pakistan. Israel and Pakistan are two ideological countries in the world; in Israel even today after 64 years of the creation of Israel any Jew can go there and make it his or her homeland similarly Pakistan is the home land of the Muslims of sub-continent and innumerable times all India Muslim League declared so thus no one can stop Indian Muslims from coming to their motherland. 

ANSWER:  India is accepting the Hindus going from Pakistan to India and giving them nationality contrary to Pakistan which is open to every nationality except the Indian Muslim. Afghanistan was the only country in the world which opposed Pakistan’s membership in the UNO at the time of creation of Pakistan but for more than last 64 years Afghanis are coming to Pakistan without any visa restriction and millions of Afghanis have become Pakistani nationals without any trouble but the founders of Pakistan are banned from entering into Pakistan. It is great injustice.

ANSWER:  Although not a single inch of Sindh was given to India but Sindhi Hindus and non-Muslim Shirnarthis went to India in millions quite similarly as Muslim Muhajirs came to Sindh. These Shirnarthis are in large numbers in Indian Cities of Delhi, Lucknow, Agra, Muthra, Indore, Jaipur, Nagpur, Bombay, Benaras, Kanpur, Rampur, Allahabad, Aligarh, Jodhpur, Jaisalmir, Ajmer, PartabGhar, Bareli, Soharanpur, Azam Garh, Jabalpur, Shimla, Nanital, Gurgaon, Bungalore, Soorat, Ahmedabad, Junagarh, Munawadar, Jetpur, Goa, Mysore, Madras, Hyderabad Deccan, Bhopal, Pune and many more cities, towns & villages. Sindhi Hindu Shirnarthis have got Mohajirs left over Ganges, Jumna & other rivers and replacing Muslim Mohajirs got Indus Sindh River in exchange but Mohajirs are not considered as one of the owners of Sindh River whereas as per International Law and Law of Exchange and Law of Nature Mohajirs are the real owners of the Matrooka Sindh and Matrooka River Indus/Sindh. Sindhi language is one of the 22 National Languages of India where as not a single inch of land of Sindh was given to India in 1947. So it is the right of Mohajirs that Urdu and Gujrati are also made National Languages of Pakistan if Punjabi, Sindhi, Pushto, Seraiki, Gilgiti, Bilti, Hazara, Potohari, Brahvi & Balochi are made National Languages of Pakistan. These Sindhi Shirnarthis living in India are greatly progressing and many of them are billionaires now but their properties have not been snatched in the name of Nationalization as Mohajirs properties have been snatched in Pakistan. Mohajirs have been discouraged from becoming entrepreneurs whereas Shirnarthis have been encouraged to be entrepreneurs. Each and every penny which the Hindu Sindhi moneylenders gave to Sindhi Muslims, evacuee properties of Mohajirs was adjusted and appropriated against the same in India by the Indian Government under the Settlement of Displaced persons from Pakistan (Debts Adjustment) Act, 1954 enacted by the Parliament of India. But here in Sindh, people like ZA Bhutto, Ghulam Mustafa Jatoi, Hakim Ali Zardari, Rasool Bux Palijo & many more waderas illegally & forcibly occupied the evacuee lands left over by the outgoing Hindu Sindhi Shirnarthis which really are the sole rightful properties of Muhajirs and Mazlum Muhajirs only. 70 percent land of Sindh is evacuee and purely and solely the right of Mohajirs only and so is the water of river Indus but Muhajrs have been deprived of their lawful, moral, ethical, natural, undeniable right. If you go through the book of former Indian National Congress President and a renowned Hindu Leader and former Interior Minister of India Sardar Valabhbhai Patel’s book Shirnathi & Musalman! You will find that India owned Shirnathis from the depth of their heart and gave them 100% evacuee rights left over by the Mohajirs in India. It is alleged that English rules patronized Hindu Sindhis and gave them an edge over the Muslims population so the Sindhi Muslims p/13…had a right over evacuee properties and it justifies inclusion of local people as rightful claimant of Evacuee Properties but this analogy if taken as right the Evacuee Rights left by Mohajirs in India in UP, CP and India should have also been given to the local Hindus as English rulers had given Muslims an edge over Hindus in those areas of India but the Indian Government & Indian Parliament never allowed the local Hindu population to be claimant of Evacuee Properties and only and only Shirnarthies (non-Muslim Muhajirs) were allowed to be claimants over the properties of Mohajirs left in India. 

ANSWER:  Yes Most of the Evacuee, Settlement & Claims Laws are intact in India.. Because these are permanent law & immovable properties are permanent objects. 

ANSWER:  Just to usurp the evacuee properties of Muhajirs evacuee laws were repealed in 1973/1974 systematically and at that time Shah Ahmed Noorani and Professor Ghafoor etc., represented the Muhajirs. They are the ones who signed the Constitution of Pakistan 1973 in which there was Article 239(4) which made Provincial boundary more sacred than the national boundary, a country can be altered but not the province. Whereas the four provinces were made by merging 12 Administrative units whose sanctity was quite ignored by the Military dictator Yahya Khan who is the sole founder of these four provinces and their present day boundaries before which date in the history of mankind ever never these boundaries were existed as it was formed by General Agha Yahya Khan. 

ANSWER:  In 1973 a 1 line Act was passed that before 14/8/1947 all properties purchased in auction by the Hindus/Non-Muslims; partly or fully paid but not transferred in the owners names declared as non-evacuee local waderas made owners of these properties. It was a great excess against Muhajirs. Jatois, Bhuttos etc. became owners of Muhajir land. 

ANSWER:  Yes. Delhi province is Sharnarthi Majority province in India. 

ANSWER:  Only and only the Muslims of the Muslim minority provinces, east Punjab & Kashmir paid inconceivably heaviest price for creation of Pakistan with their blood and all sorts of sacrifices.  Millions lost their lives, homes, properties, graveyards, schools, colleges, hospitals, and lands, political, social & economic rights.

ANSWER: Rich & poor, educated & illiterate all migrated alike but in India it was propagated by the Hindu fundamentalists that all the respectable Muslim people have gone to Pakistan and only the filth and dirt have remained in India and quite opposite was propagated by the anti-Muhajir local chauvinists that all respectable Muslims have remained in India and all the filth and dirt have come to Pakistan. This way all the Muslims belonging to the Muslim minority provinces were turned into filthy and dirty class.

ANSWER:  In India in 1948 a new Census Act was promulgated and under its Section 15 the data was made confidential and population of Muslims was reduced from the real and the similar way a new Census Ordinance in 1958 was promulgated in Pakistan and under its Section 6 the population census was made state secret and population of Muhajirs was reduced.

ANSWER:  In India Hindu Sindhi Sharnarthies were called Pursharthies & Parmarthies meaning honorable and exalted (Sindhi Revival by KR Malkani) and in Pakistan Muhajirs were called Makkar means Locust, other names given are Tilyar, Matarway, Hindustani, Hindustoray, Panahgeer, Bhagoray, Mafroor, etc., etc. Each & every piece of property, homes, lands, shops, companies, industries, gardens, cash, gold, bank accounts all assets left by Muhajirs in India as Evacuee were given to the Sharnarthies & locals were never made entitled to get Evacuee Properties quite contrary to Pakistan where for Long Many years no proper law for Settlement and Rehabilitation was made & when made Locals were also entitled to get Evacuee Properties; over and above all Sharnarthies got respectable & honorable place in the affairs of the country;  their lands were never snatched; their homes were never occupied; they were never driven out of their cities; their students original marks sheets & certificates were neither torn in the universities, medical & engineering colleges nor they were beaten & thrown away from the educational institutions; by imposing quota system their entry into Govt., jobs was not restricted; against their elected MLAs & elected representatives no Army Operation was ever launched; Head money was never announced on their Parliamentary Leaders; their youth were never mercilessly killed in thousands of numbers; although not a single inch of land of Sindh was given to India yet their language Sindhi is one of the National Languages of India; their numbers were not cunningly reduced in the Census;  their Industries, trade, commerce, banks, companies were never Nationalized; neither in the name of privatization put (p/15) to auction in front of their own eyes and allotted in fake auctions to the relatives and cronies of the rulers; the Sindhi Sharnathies were never taunted that they were eating the grain of Ganga and Jumna but calling themselves Sindhis so they are ‘Namakharam’ rather their Sindhi identity was well respected and well received in a positive way; in every city of India particularly Rajhistan & UP there is place Sindhi Camp like Muhajir Camps in Pakistan; New City Gandhidham was built for Sharnarthies in India; Bombay, Delhi, Kanpur, Bhopal, Indore, Mathura, Agra, Jaipur, Jodhpur, Ajmer, Bikaner, Rampur, Bharatpur, Aligarh, Allahabad, Soharanpur, Shahjanpur, Lucknow, Junagarh, Ahmedabad, Surat, Patna & other thousands of cities, towns& villages throughout India accommodate Sindhi Sharnarthies who live their a respectable happy life. Even in 2012 many Hindus are continually migrating to India and getting Nationality in India but Pakistan allows Nationality to all the people from around the world but not Muslims from India. Evacuee & Settlement Laws are still in tact in India in 2012 but maliciously in Pakistan the same were repealed in 1973 whereas after many years of Indian Settlement Laws these were enacted in 1958.        

ANSWER:  AIC/ Sindh Hindu Congress/Sindh Hindu Mahasabha used to control, run and rule the KMC, HMC, SMC, LMC, & total 24 Urban Sindh Municipal Bodies. Please read Hashim Gazdar MPA speech in Sindh Assembly March 1947 & Dr. Hamida Khuhro’s book Separation of Sindh from Bombay Presidency page 151-152.  

ANSWER:

1) Honestly Pakistan should be declared as Motherland of the Muslims of Sub-Continent, proclaimed by All India Muslim League under two nation theory; Pakistan was not created by Pakistan Muslim League but it was all India Muslim League which carved out Pakistan as a separate motherland for the Muslims of sub continent. 

 2) All Evacuee Rights evacuated in 1947 must be declared as validly & legally belonging to Muhajirs only in pursuance of the India-Pakistan International Treaties.  Article 24© of Constitution should be suitably amended incorporating therein that All Evacuee Properties, Evacuee Trust Properties, Enemy Properties and Abandoned Properties shall permanently vest in the people who lost similar property rights in India and Bangladesh in or after 1947, 1965 & 1971 and whose properties were similarly taken over by the Governments of India and Bangladesh and allotted to the outgoing evacuee population from Pakistan. 

4) 45% representation should be given to Muhajirs in Sindh Assembly, Sindh Government Services, Sindh Police, Judiciary & due representation in Mehran Engineering University & other institutions. A crash program; to overcome the shortfall, be launched & allowance should be given for previous injustice. Urban Wing be established in SGA&CD    

5) Income Tax Exemption on Agricultural Income must be withdrawn; even handed income tax be imposed & all provincial and federal taxes on transfer of property, income from property, holding of property, assessment of property should be same. The discrimination that a billion rupee Agricultural Land is transferred on Rs.100 Stamp paper but for 60 yards home in Karachi thousands of rupees are charged should be done away with. Articles 162; Schedule IV 47 & Article 260((a) should be amended.

7) All those involved in Army Operation against Muhajir nation should be immediately arrested and prosecuted for the crimes of genocide, ethnic cleansing; crimes against humanity; brutal killings; naked aggression on civilian population; loot & plunder; committed during the Army Operation. The culprits, sent to the International Criminal Court @ Hague.

 8)  All the properties of the Muhajirs (Evacuee, Evacuee trust, Enemy & Abandoned Properties) which since 1947 have been forcibly & illegally occupied, nationalized & misappropriated in the name of privatization should be returned to Muhajirs with an Apology& publicly declared commitment that it would never happen again.

(p/16) 9) 50% of the Fed & Provincial Taxes should be returned to the Provinces & Districts, TMA, UC from where, collected. This formula has consolidated the federation of India and it will consolidate Pakistan too. 

10) Elected Police Chief, Elected Judge, Elected Prosecutor, Local Policing, Local Jury System, Elected Local Govt., system like the civilized world should be enforced in Pakistan too within 5 years; each system in 1 year. Necessary amendments be made in Constitution. Pilot project, started in a district as model. It ll lead Pakistan to be Ist world. 

11) Science & Technology Research Centres should be established extensively in schools, colleges & universities. Every one having talent in Science & Technology should be given a special vip status & honored in all Govt., Judicial, Police & elected institutions. 

12) Responsible Parenthood (China like compulsory 1 child policy) must be enforced very effectively particularly in the areas from where people are fleeing due to demographic pressure and these demographically multiplying people (mainly Afghans and Pathans) are killing each other limitlessly. 

13) Scientists, Educationists & Entrepreneurs taking risk should be given tax rebate, vip status & encouraged fully to create employment & the environment conducive for inventions and innovations.

14) Wealthy People not contributing & living on others hard work and labour should be identified & taxed properly however all those who establish new industry or business and provide jobs to the unemployed shall be given full allowance and opportunity and exemption from all restrictions including NAB etc., law to bring  Foreign Exchange. Articles exempting agricultural income from income tax be amended to ensure equal treatment with all. 

15) Every person’s importance should be gauged by productivity/contribution in the resources by designing questionnaire software. IPR be guaranteed in the Constitution to the Scientists, Researchers and Inventors/ Innovators. Full Protection of Property be given to the Evacuee, Enemy & Abandoned by amending Articles 23 & 24. 

16) Karachi’s 178 Union Councils were made illegally. As per law at least 550 UCs, required to be made. Faisalabad 300 UCs with less than half of Karachi’s population, Rawalpindi,170 UCs with a quarter of Karachi’s population & Interior Sind has 930 UCs why only 178 UCs for Karachi when all projects & representation are per UC.

17) Through out the province all UCs should have equal population. That is the only way the urban population can get an equitable share in the local government institutions. By making only 178 UCs in Karachi Muhajir votes were reduced from 88% to 55% and numbers from 550X21=(11550) to 178X21=(3738) in the first term and later 550X13=(7150) to 178X13=(2314) in the second term. Average population of Non-Muhajir UC was kept about 30,000 and average population for a Muhajir UC was kept about 60,000 thereby reducing Muhajirs share in the electoral college for the election of Town Nazims and City Nazims drastically. It was gross violation of law which required uniform population for each UC in a District but this mandatory provision was violated & nobody took cognizance of this damage to the Muhajir nation despite repeated reminders & bringing to their notice. This is continuously damaging the nation as all funds, jobs, facilities, loans, schemes, projects and tasks including census are based on UCs. This is unforgivable blunder not taking cognizance of this.  

18) A bill, passed in the Parliament to sign the charter of the ICC at the Hague. By signing the International Criminal court charter the weaker segments of the population, the minorities; the marginalized communities will be safer from the atrocities of the Jihadis and perpetrators of extensive abusers of Human Rights. 

19) Article 27 (share in the services) should be amended as Urban Sindh has been a separate constitutional area drawn in 1969 when Karachi was merged with the Sindh by YAHYA Khan Governor Rehman Gul fixed 60% share in services for Rural Sindh (Sindhis) and 40% share for Urban Sindh(Muhajirs). Though the Muhajirs had zero share in the authority to ensure 60-40 ratio (no Muhajir CM in 64 years) so they hardly got 10 percent in some departments and less than 5 in departments like Police etc. In 18^th amendment very cleverly status of separate constitutional area of Urban Sindh has been eliminated.(Muhajir ki Sadgi auron ki Ayyari bhi dekh) Urban Sindh is least represented area so crash program be introduced to fill the gap and fake, forged & illegal domiciles to non-locals be strictly banned.  

20) Census Ordinance 1958 Section 6, amended to declare the whole census process completely transparent, open and subject to inspection and objection by any citizen of Pakistan quite similar to voters list. 

21) Building Control has been a Municipal function since hundreds of years so it should remain Municipal function. Moreover Article 140-A of Constitution be further amended by adding one word i.e. “further” after the words “Provincial Government shall” and before the word “devolve” and that “there shall be no discontinuation or break in the process of formation of Elected Local Government institutions.”

22) A 30 members Tripartite Justice Commission (Pakistan, India & Bangladesh) consisting of the affected peoples whose kith & kin lost their lives and properties in 1947, 1965 & 1971 formed consisting of affected & their legal heirs to settle their issues. The Commission must have 100% powers over the evacuee, enemy & abandoned properties.

23) Articles 199(3) and 184(3) should be restricted to the duties of armed forces combating enemy @ the border only.

 24) In Article 193 words “Open, Transparent, Competitive Process to ensure appointment of the most honest & most competent Judges” be added like article 62 & 63. Exemption of Military & Judiciary from NAB Law be withdrawn.    

25) Illegal possession of private property cases, decided by the Mobile Courts & habitual culprits, given r.i. for life & the real owners be given possession with compensation recovered from the illegal occupier or unlawful possessor. 

26) Article 239(4) is a chain of slavery, subjugation, exploitation, oppression, deprivation and repression enslaving the smaller communities of all the provinces like Hazaras of KPK, Seraikis of the Punjab, Pashtuns of Balochistan, Muhajirs of Sindh besides these unrepresented in provincial government, the Qabailies, Gilgities, Bilties, Potoharies & citizens of former States of Bahawalpur, Sawat, Hunza, Chitral, Qallat, Khairpur Mirs & others who all have been deprived of their due share & right in governance and functioning of state apparatus as no one from them can either become Chief Minister i.e. Chief Executive of any province and none of these communities can flourish, grow and p/17…..develop itself according to its rightful desires which they validly deserve & in absence of effective elected local Government system the provincial Governments have become tool of exploitation & repression & have grossly weakened the federation of Pakistan. Contrarily Federation of India has been consolidated and strengthened by adopting quite opposite provisions in their Constitution allowing very easy making of new provinces and continuous powerful effective representative Local Government System. So Article 239(4) be annulled.

27) To ensure effective, efficient and representative local government system it should be incorporated in the Constitution of Pakistan that in case a Provincial Government fails to put in place a representative local Government system; for 6 months, shall cease to continue and new elections shall be held for a new Provincial Government.

28) Article 239(4) be amended as : “In case the elected representatives representing more than 1 million people in NA, PA, Local Councils, pass resolution to constitute a new province, in 1 month from the date of such resolution, it shall be the inviolable duty of the Federal Government to install a transitory provincial structure for the new province.” 

29) A comprehensive list of enemies/traitors of Karachi-Hyderabad/Matrooka Sindh/Evacuee Sindh should be made and updated regularly describing clearly the crimes committed by these enemies of Karachi-Hyderabad (Marooka Sindh) People like Rafiq Afghan must not be ignored at all.

30) All those supporting the killers of so called Amn Committee like Lord Nazirahmed etc., (Amn committee brutally cut into pieces hundreds of innocent children, young and old people of Karachi) & never sympathized with the victims killed & their bereaved heirs; should be taken to international criminal court @ the Hague. 

31) Illegal Occupiers of Exchanged/Matrooka Sindh must be listed & appropriate legislation & strategy must be made for them. 32) Illegal occupants of lawful properties of innocent citizens of Karachi who are in thousands & thousands should be listed properly with all necessary details in tabular form.

33) Illegal weapon makers, sellers & possessors must be listed in tabular form and national/international legislation must be made against them. All illegal gunpowder/arms factories be bombed, manufacturers be hanged, their hands be cut off to stop the supply. Similar treatment, be done with the narcotic producers, manufacturers & traders.   

34) International & Universal Principle of Local Policing, local law enforcement agencies, local intelligence agencies, local administration, local judiciary, local prosecution, local jury, local Government must be demanded to be enforced in Karachi & violators must be declared as international criminals. 

35) Either 7 districts domicile vigilance committees be formed to completely stop fake domiciles of US & quota rules be fully implemented. We will get more than 300,000 jobs (2 lac in Sindh Govt& 1 lac in FG) or Quota System should be introduced on the basis of mother tongue. Article 27 to be amended & word mother tongue be added. 

36) Like Japanese Diet, Pakistani Parliament must be moved to pass resolution to sign & ratify charter of the ICC@ the Hague, whoever in Pakistan initiates it will become hero of mankind.

37) All private factories preparing fire arms, dynamites, weapons of mass destruction, bombs, bullets must be destroyed through air strikes as Fighter Jet aero planes are bombing and destroying weapon manufacturing factories in various parts of the world under UN resolutions. 

38) Seven overseas committees to verify the domiciles of Urban Sindh be formed under the supervision of local educated jobless qualified youth+ retired officials+ advocates.

39) Special attention should be given to the areas of security, legal profession, media to ensure safety, security & prosperity of all the people. 

40) Permanent study & research groups be formed to suggest ways & means.

41) Jury system enforced till 1974 shall be revived by amending Cr.p.c.

42) Local elected police chief system like UK be introduced.

43) Local elected Judge just to conduct legal proceedings be introduced

44) Local elected prosecutor system be introduced

45) New York/London/Tokyo Metropolitan system be introduced in Karachi

46) An alliance of marginalized nationalities be formed to amend Article 239 in the Constitution Hazaras, FCT of Islamabad, Pashtuns of Balochista, Seraikis, Potoharies & Paharies of Punjab & all the residents of former administrative units abolished be united to amend Article 239 of Pakistan.

47) Legal Notices to be sent to the Govts of NWFP(KPK)/Baluchistan/Sindh & their leaders that all Evacuee Lands & other Properties rights exclusively vest in Muhajir nationality under the International law and International Treaties so the usurpation & misappropriation thereof is international crime; the crimes be registered; criminals brought to justice.  Baluchistan cannot be separated from Pakistan till Muhajir nationality gives its consent to include the Evacuee/ Exchanged Baluchistan in it provided their rights are secured under International Guarantees & Internationally Recognized Declarations by the Baluch Nationalists. Mind it again the Pakistan-India international treaties were between West Pakistan & India for exchange of evacuee rights whereas East Pakistan/East Bengal & West Bengal was not included in it. 

48) Best of the Suggestions & proposals be appreciated and so the proposers & suggestion givers to encourage & evolve best of the strategies. 

High power commission shall be established; effective legislation, be made to enforce the Land Reforms & abolition of fake Khatas & retrieved lands, be given to landless Haris/farmers/Kisans In Sindh 82% Agri Land owned by Hindus till 1947, exchanged with Muhajirs snatched by ThugWaderas Further Amendment in Act XXXVIII of 2012.

Every one shall have right of life, liberty, food, cloth, home, medical facilities, electricity & transportation

PPC, Cr.P.C & other laws shall be amended to ensure speedy & inexpensive justice @ local level Chapter XXIII of Cr.p.c. restored. 

Special Laws be made to ensure the safety, security/ protection of rights of marginalized communities, minorities, smaller nationalities, minority sects, smaller provinces in the country, smaller communities in provinces, Districts, Sub-Divisions, Tehsils, Taluka, Towns, & UCs & smaller parties having less than 10% representation(Singapore style)
